Session 1: Precinct Before Candidate .
On Monday, February 23, 2026 at 6:30PM, Angel Ratliffe will be virtually presenting the Marsh to Majority Strategy.
This will be held in person at the Glynn Dems Office, 1919 Glynn Avenue as well as via Zoom.
The concept behind Marsh to Majority is simple and grounded in our coastal reality: strong outcomes are built from strong ecosystems. In civic and electoral work, that ecosystem is the precinct.
Rather than approaching organizing from a candidate-first mindset, this first session will focus on a foundational principle: “precinct before candidate.” Regardless of how strong a candidate may be, if the conditions within a precinct do not support viable engagement and turnout, the work becomes significantly more difficult. Understanding precinct-level data, patterns, and civic infrastructure helps committees make informed, strategic decisions. This first session will function as a broad “Precinct 101” overview and will cover:
- Why precinct-level analysis is essential to civic and electoral work
- Identifying viable paths based on historical participation trends
- Compiling key precinct dossiers (voting history, participation patterns, demographic context)
- Using publicly available Board of Elections and Secretary of State data
- Reviewing comparable election cycles to understand precedent
- Understanding registered voter breakdowns and participation frequency
Because this subject naturally expands into volunteer mobilization, field structure, and candidate development, I would also like to explore with you the possibility of turning this into a short series for the Glynn Dems. Future sessions could build intentionally into:
- Community organizing and structured volunteer engagement
- Field program development
- Voter education and turnout systems
- Candidate development and long-term bench building
Also, I will not be presenting alone. A small team will be joining me to support specific areas of expertise:
Cynthia Carr – An attorney who will cover data access and research navigation, including where to locate precinct data and how to responsibly interpret public datasets.
Suzanne Potts – Lead Organizer for Savannah Indivisible, who will speak to community-facing voter engagement and how precinct analysis transitions into structured organizing.
Glynda Jones – A member of the Chatham County Board of Elections, who will provide insight into precinct changes, election administration realities, and how turnout impacts resource allocation.
Patti Hewitt – Leader of Coastal People’s PAC, who will preview how thoughtful district research informs long-term candidate development.
Dr. Rosanna Horton – Vice Chair of the Chatham County Democratic Committee, who will walk through voter education tools and how they connect to turnout infrastructure.Together, we aim to provide something practical, grounded, and scalable for Glynn County. Please let me know your thoughts on the idea of positioning this as an ongoing series. I believe it could offer meaningful structural support as we look toward 2026 and beyond.
